Rear Fog Light and Duty Cycles

Two questions for you Quattroheads:

1) Has anyone installed a rear fog light into a 5kTQ or 200 taillight
assembly?  It doesn't appear to be wired for one, but there's a relay
position for it (european version?  different taillights?)

2) Is there a way to build a circuit that will let a standard digital
multimeter measure duty cycles?  if not, any recommendations for the
cheapest dwell meter that will work?
