The Audi remote locking is only available from the factory (on
'96 A4s, that is... in '97, I believe dealers can install it).
But dealers are doing dealer-installed remote locking with other
brands.  I had my dealer install remote locking on my '96 A4Q;
he installed a Clifford system, which to me was actually an
improvement.  Has all (ok, most... see below) of the functionality
of the factory system, plus smaller transmitter, adjustable
features like auto-lock, and the transmitter has two extra small
buttons that can be used for, say, a headlight relay or a
garage door opener.  What I *did* give up with this particular
system is a separate lock/unlock button.  It's just one big
button... push once, the car locks.  Push again, the car unlocks.
