That's exactly the way it works for our '97 A4.  Lock and the lights blink
once and the horn sounds.  Hit the lock again, and the lights flash once,
no horn.  Unlock and the only indication is that the interior lights
fade up and the doors unlock.

This is good because there's a known attack against cars that indicate
when they're unlocking.  Somone looks for keys with the frob on them,
then goes around the parking-lot pressing the remote button and listening
for a beep, looking for flashing tail-lights.  From any distance in the
day, the interior lights are quite hard to see...
