How about this?  If somone is passed on the right, they get a ticket...
Of course, people would have to be a bit more patient at times for this
to work.  30% of the time when I'm passing and moving over to the
right lane, the person behind me moves over at the same time, trying
to pass on the right.  Thanks, but I go by the "rear-view" rule -- both
headlights of the car behind you in the rear-view before you move into
their lane.  I really don't need to cut that person off...

This whole thing about the news crew getting in the left lane and doing
65MPH reminds me of Dave Berry.  One of his columns was talking about how
Jacques Costeau (sp I'm sure) and the like would go into the water with
sharks, in a cage, and show how the sharks would go crazy and attack.
"And after repeated shocking in the testicles with this cattle-prod,
look at how the shark reacts!"  They're somehow suprised by this.  :-)

A little politeness on the road goes a LONG way.  When I see somone
coming on a freeway entrance I think "I'd better make space for them."
Far too many people think "He's going to take *MY* spot."  On the other
hand, I have no sympathy for people who in heavy traffic whip over to
a lane that's ending (and people have merged out of), zip ahead 10 cars,
and expect to be let back in.
