Please get off of this "elitist attitude" BETTER TESTS DON'T MAKE FOR
BETTER DRIVERS" 
I have been and driven in countries that the driving tests are so severe
(and expansive) that you and I could get a pilot license (for a jet) for
the same amount of effort here, their drivers were much worse (than our US
drivers). 
I am the product of a extremely severe driving learning course and test (in
another country) but don't consider myself any better than most people. As
you have seen, some of our listers neglect to consider the use of turn
signals ("extremely basic").
Are suggesting that better tests would improve their attitude? IT WON'T.  

BETTER TESTS DON'T MAKE FOR BETTER DRIVERS, or better lawyers, or better
engineers etc. etc. they merely establish the basics and that's all (you
can argue with me about "where is the basic" but it does not change the
fact that tests don't make drivers!!!!!!!!)
Let me explain my point with a few examples:
Do you think that a "harder" test will make a "teenager a better driver"?
NO WAY,
CA has much stricter driving tests than some  Midwest states but the
carelessness of CA drivers is TERRIBLE, they routinely drive at 60 to 80
MPH in city streets, drive bumper to bumper at 80MPH, follow too close,
extremely rude, and DON'T USE TURN SIGNALS !!!!!! Your ''HARDER DRIVING
TEST" will not change that. In the Midwest drivers are much more courteous,
and much more careful (in general). The Midwest drivers attitude and
driving  HAS NOTHING TO DO WITH THE DRIVING TEST.

If the above examples are not enough for you, here is another:
Israel has one of the toughest driving tests in the world (far harder than
Germany) and one of the most expansive (average cost is $3-5000+  for
schooling) and also have the HIGHEST ACCIDENT RATE (of any western country)
. Israel has lost 2-3 times more people in CAR ACCIDENTS than in all their
wars combined (in the last 50 years).
