I find so far from these posts that this new class is self appointed.  What
about those who feel they should be in it and proceed to drive accordingly? 
Presumably, they *already are* driving that way!

And you expect that government to meet your criteria for who gets to drive
faster than everyone else?  How do you test for the ability to drive slower
when tired, to not get angry at other drivers, to realize when your wheel
bearing is going bad, etc.?  I suppose the test could involve 14 hours of
stressful mixed city and highway driving, with a randomly detonated flat
tire somewhere in the last six hours....

The public system is unfortunately geared to the lowest common denominator,
race tracks are for those with skills too great to exercise them on public
roads.
