There's one thing I don't understand: how can they determine what is 
"internet service"?  It's one thing if they just want to stop using flat 
rate tariffs and another if they want a "modem tax".

IMO, "modem tax" is unenforceable without wiretaps.

Maybe it's for the better: the whole internet hysteria will stop, web 
will die etc etc.
