On the two Audi's I've done this on ('90 90Q20V & '97 A4Q) the horn
pad is held by two Hex-socket (Allen-key) bolts through the rear of
the horn pad area of the wheel. I don't remember the size but they
require something like a 6 or 8mm Allen key to remove. They unscrew
in the normal way, but they can be VERY tight.
Now the caveat is that I have no idea if this is the same for your '89 100.
Both of mine were airbag-horns (be careful of the trigger-wire for the
airbag when you remove the pad) so if your's doesn't have and airbag
it may be different. In any case it's pretty easy to tell by just feeling for
the holes behind the wheel, either side of the column.
