I never heard of that.  Germans do, habitually, leave the parking brake off on 
level ground and the car in gear, but I always thought it was to avoid the 
brake freezing on in winter.
 
If you pick up a hire car at an airport, it will be parked nose in to the wall 
(saves exhaust marks on the walls), and it will be in first gear with the 
parking brake off.

German cars don't have 5 mph bumpers.  That's a US-only feature.
