Gross, 
I just finished dealing with the exact same problem.... the only problem is
that I performed too many operations  at once so I am not sure which one
was the exact cure, let me run it by you and than I will tell you my
conclusion (draw your own too):
1. I changed the hydraulic accumulator, it's been going bad for the last
year so I don't see a connection
2. I replaced the pump (I have two rebuilt ones as spare)
3. I cleaned the reservoir (hyd. fluid) thoroughly and put in new fluid
4. I checked the system (Bentley procedure), all was OK
5. I cleaned the small banjo bolt filter
6. I bled the pump a million times (OK I am getting carried away...) on the
bench and the car

All OK, no more bubble over....
My conclusion is the pump, something was causing it to "irrigate" introduce
air in the system which was causing the bubble over,
 Forgot to say: the only Bentley test I did not perform was "pump delivery
test",
