YES it is correct an internal combustion engine can use oil and it is
NORMAL, the valve seals don't seal the combustion chamber hermetically,
some oil may leak down. 
Oil consumption has a lot to do with engine design tolerances (what side of
the tolerance was the engine built on?.....) and many many other factors as
in how the break in was performed etc. it is extremely difficult to come-up
with a figure as in QT per so and so miles....
