Mike,
You have to make sure there are no vacuum leaks in the output lines 
from the controller. I rigged up a hose with a fitting that fit the 
lines (red,blue,green etc. - I think the black one is vac. supply so 
it comes from the engine, so it will not hold a vac. when applied from 
the controller end) and sucked on each one to verify they all (except 
black) would hold a vac. I had a hose pull off of the fresh air flaper 
door causing my problem. I also checked with everything hooked up 
(controller, hoses etc) at the engine vac. source that it would hold a 
vac. (it is the large dia. hose on the rear of the intake plenum 
coming off the fitting with two other smaller hoses).
