The same thing happened to my '88 80 Quattro!

I have a slick fix. 

Remove the whole rear plastic body pannel. There are two screws behind
the lic. plate (you may have to bend it out of the way, or destroy it)
The thing is held on by the two screws and sticky reuseable double sided
strips.  Pry the whole thing off. Go to Pep Boys or some other place and buy 
some nylon lic. plate studs and nuts.  Epoxy the studs in place from
the back of the plastic panel. After it sets up re-install the plastic 
pannel and mount your new lic. plate on the studs and secure with the
nuts.

Mine looked great and won't ever rust on again.
