Hi Vytautas,
1.3 bar is about right for this car without modifications. If
you reach 1.3 only infrequently you should check the full
throttle switch located on the passenger side of the throttle
body.
As for the oil filter, only early '86 with non-watercooled
turbos have this second filter. Consider yourself fortunate
that you got the much improved watercooled version.
