Most '90+ Audis in the U.S. have their speed governed based on tires fitted.
 Example:  My '90 V8 had as original equipment Pirelli P600 tires (Z-rated)
and has an ungoverned (except by engine) top speed of 147+ mph (confirmed).
 But the 91+ models had V-rated rubber fitted for "smoother, more
comfortable" ride qualities and ICU programmed to limit speed to 130 mph.
 Aftermarket and home-grown chips can remove this factory supplied speed
limiter, but, aside from having the proper tires, you have to find the proper
venue for such excursions.
