  It's easily defeatable (at least on the S4/S6.)  On my '92 S4, all I
had to do was locate the black and red connector coming off the wiring
harness to the ECU, and remove the brown jumper wire.  (This is much
better than what Nissan does, which is to incorporate the governor into
the software.)
