Fixed it.....
This how:
I found out that I had one bulb in the system that was not lighting...
I equaled the resistance in all the bulbs, either removed the bulb or put a
new one in
All the bulbs were now functioning or removed
Voila...... the windshield fluid "low level" went off.....

Now the question is, why didn't the "burnt bulb" light come on? instead of
the "low level" warning? I don't know, and right now don't care... my OK
light is back on.... I am happy (don't take much to make me happy, does
it..)
