Might be a bad (likely a ground) connection elsewhere in the wiring.  This
sort of phantom lighting thing often happens when a ground path is broken
- I suppose the current which would normally flowing through your "burnt
bulb" would seek the next lowest resistance path, ie another indicator bulb.
