Sounds like overboost to me.  1.9 is a little high for that car I think.
Usually, the computer gives you 0.5 seconds of overboost before it pulls
the plug on the fuel pump... it's likely that you don't spend long
enough over the limit in 2nd gear... on a long straight in 3rd gear...

Could be the wastegate sticking, or more likely, with that age car,
the diaphragm may be ripped.  Attach a hand vacuum pump to the nipple
on the top of the wastegate and see if it holds a vacuum.
If it doesn't, it's your diaphragm... search the archives for more info.
