No, it does exactly as you believe ... allow unfiltered metered air in.

My '78 Audi Fox had a rubber plug with a handle that allowed easy extrac-
tion.  I purchased one of these to fill the hole in the airbox on the urQ.  
It seems that the diameter of the hole in the newer airbox is a little 
larger, but the plug still blocks the hole and stays in place.  If anyone 
is interested it just so happens I have a fiche for the Fox ... I could 
look up the P/N.  I don't know if it is still available.
