Timing belts on 87 5ktq

As a new quattro owner (87 5kcstq), I have received conflicting 
information concerning timing belts.  One mechanic explained that the 
design of the engine means that valve damage should not occur at low 
rpms, but is likely to occur at higher revs.  Another mechanic disputes 
this, saying damage will occur at any speed.  Regardless, I am going to 
do the replacement as well as the water pump/tensioner, but I thought I 
would go to the quattro oracle and get your collective opinions on this 
question.
