UrQ cruise control

In the Bentley manual the 1st test for the cruise control is
the connect a jumper between terminals 1 and 3 and depress
the brake pedal. The note says that the test light should go
on. My 1983 UrQ with non functioning cruise has the light go
on for a miniscule travel of the brake pedal and then the light
goes out. If I look at the wiring diagram this makes sense as
the cruise switches on the clutch and the brake interrupt the
power supplied from the brake system to the cruise control
module. Is the manual wrong? Or is my system wrong. All
the other tests in the Bentley are fine. I have replaced the
brain twice and no luck. Anyone have any ideas.
