Problems on '88 5000cstq w 240k mi

That's deliberate, certainly on some cars.  If I take my foot off at speed and  
knock the car out of gear, the revs drop fast to around 1500 and then drift to 
800 over about five seconds.  There's a physical damper on the throttle 
butterfly that slows it over the last few degrees.
