Not here in Arizona ... you are considered responsible for your car and
unless you prove it was stolen at the time it went through the light, you
either identify the driver or take the ticket yourself.  Needless to say,
there are some appeals winding their way through the courts but this is how
things stand at the moment...

It's not just stopsigns and traffic lights anymore ... Scottsdale, Paradise
Valley, Glendale, Peoria, et al., all have photo radar units in the back of
Blazers and use them for speed enforcement.  To be honest, you have to be
blind to get caught by one of these -- they're pretty conspicuous sitting on
the shoulder! -- but there is apparently no shortage of tickets being
written.  :^(
