This looks like a KE-Jetronic. Is there an electrical connection
to the fuel metering head??

The Bosch specification speaks about 3.7 bar , that looks ok
for your system.

If it really is a KE-Jetronic the vacuum port on the pressure 
regulator is not used for control purposes!

Yes all KE-Jetronic cars but all the control ( warm-up etc. ) is done
via a solenoid system in the fuel metering head.
