Dave:

I don't know what is normal for the entire population of CSTQs, but on
mine the level is right at max after running for a while, and drops to
about 2/3 max after the car sits for a while, like overnight.

We _are_ talking Audis here so probably both your situation and mine
are normal even though they are inverted.
