TAP vs IA Chip/Boost mods



I am thinking about getting either the Total Audi Performance or the Intended
Accelleration chip and boost modifications for my '86 5KCSTQ.  Both quote
similar horespower figures, with the difference that the TAP mods. are $400
less expensive ($395 vs. $795).  

I don't have any specific loyalty to either one, although I know that the
last time I heard this issue aired there seemed to be considerable stigma
against the TAP chip.  Not helping matters is the recent article in European
Car about the TAP A4q which the magazine described as "sluggish" despite its
claimed horsepower and exten$ive modifications (with the nebulous partial
explanation that the 5-speed autobox might have been interfering with
performance).   I know that the IA chip/mods work, how about the TAP?  What
is the consensus?  Any unbiased advice would be appreciated.
