'86 5KCSTQ Injector & Turbo shut-off cooling

I tried the List-recommended test procedure for getting the injector cooling
fan and the auxiliary coolant pump to run as they should and I am getting no
results.  I will be delving into the Bentley to find the problem, as neither
seem to be working, and of course report my findings, confusions, and results
here.

Thanks to all for the testing recommendations and warnings.

My first step will be to take a close look at the "Injector Cooling Fan
Relay" in the dashboard fusepanel.
