I would suggest first checking the free movement of the lifters in the usual
way - warm engine, cam cover off, plugs out and turn the engine to TDC on #1.
With something made of wood or plastic, try pushing down the lifters on #1.
Turn the engine to TDC on the next cylinder in the firing order, and repeat.
Don't use feeler gauges between the cam and lifter, but check for clearance
with slight pressure on the lifter. There shouldn't be more than 0.1mm.
It might not be the lifters, after all.
