I did rebuild the metering unit on my '79 Scirocco. For sealing the diaphragm I
used noncuring gasket paste, smeared on very lightly. I also oiled the o-rings
before assembly, as they could get sheared (mine did) if you put the unit
together dry.
That was five years ago and still working.
