Faulty Rebuilt Rack (Haywire fix?)

Dear Listers,

I am in this difficult position of wondering if I can trust my mechanic. He
has been good to me so far, but I had a supposedly rebuilt rack put in last
week in our 86CDturbo.  The rack busted open yesterday, letting oil just run
through it. The leak was far worse than before I got it fixed.  He rebuilds
the rack on site. When I lifted the hood to see what was happening, it
appeared to me that one of the boots were attached with a hose clamp, one of
those that you tighten up with a screw driver. He will of course be fixing
it again, but is he really rebuilding the rack or just somehow patching it up?
