I doubt the motor is an inertia type,hence it will not have a worm.It is 
almost certainly a pre engaged type,whereby the solenoid engages the drive 
gear with the ring gear _before_ the current to turn the starter motor is 
connected.

Usually a stay in mesh problem is a worn or failing one way clutch,or 
solenoid problem.Speaking for the UK,these motors are cheap,so _over here_ 
it would be false economy to try and repair one.An exchange,guaranteed unit 
would be the way to go.
