Front drivers window goes down and not up

For the second time now, the drivers door window merrily went down and not
up.  The fuse for the central lock and power mirrors blew a second time as
well. This first happened last week when I picked my car up after rebuilt
rack was put in. Also had new rad fan motor installed. My mechanic put in a
new relay which seemed to fix the problem. I changed the fuse and went on my
way. Last night the same thing. Relay clicks away merrily but window does
not go up.  New fuse lets the mirrors and locking system work again. (I
finished putting in fog lights last night wiring them so that the power goes
off and on with ignition switch. I had some of the wiring done when the car
went in for rack job. It looked like my mechanic had to work around some of
it putting in rack?  Does this effect the relay #5 in aux carrier, and the
aforementioned fuse #19 in main fuse box of my 86CDt? Or is there some
broken wires that are touching in the door?) Any thoughts?
