Here in IL you can't call yourself an engineer unless you are 
degree'd.  I assume it's the same way in MO.

Its my understanding that in most states one can't call himself an 
engineer (for the purposes of doing business with the public) without 
being a Registered Professional Engineer; having a degree is not 
sufficient.
