Please forgive me in advance if this is a stupid answer.

On my '93 90S, there is a child lock out for the rear windows.  You can
still roll down the windows from the main controll, but the rear window
switchs will not work while the lock out is engaged. Does your car have
the same feature? If so, try turning the off the lock out. If thats not
the problem, sorry, I can't help you.
