Eagle 1 "C (All Surface) Brake Dust Cleaner" seems to clean well w/ a
brush or rag.  It is acid-based (no pun).  Westley's didn't do diddly. 
Tar comes off w/ bug and tar remover.  A plastic razor blade is a last
resort.

I take the wheels off every month or two and clean them with the spray. 
You can get the inside clean easier.  On the '89, I replaced both rear
calipers (extended warranty) because the hand brake levers seized.  I
have always suspected but never confirmed that the cause was the
2x/month wheel cleanings, on the car, I was doing at the time.  The hand
brake was set every time the car was parked, so it probably wasn't from
lack of use.  Overuse? :)
