It is my understanding that the turbo motor does create vacuum.
You have to get your foot of the gas first.
It will work untill you try to do some left foot braking.
I get the same thing in my N/A Coupe which does not have the camshaft 
driven vacuum pump.
The brakes work fine if the throtle is shut.  Try some left foot 
braking and you get the "who turned the engine off" feeling in the 
brake pedal.
The point is unless you do left foot braking on regular basis you can 
use vacuum assisted brake booster on turbocharged cars.
