Followed Elliott's speaker overhaul suggestion and now they work great!
Mine did not have adhesive between the driver and the circuit board, but
somehow the board was still being pushed against the aluminum casting and
shorting out.  Putting cardboard in there was just the trick.  I added more
silicone grease to one of the power amps because it looked pretty dried out.

BTW -- there is a 7.5A fuse on each amp, for future reference.
