odd idle problem

My 84 4kq (with 86 engine) has developed this odd idle problem.
Actually, it started atop Mt. Washington, wonder if that means
anything?

At idle, especially when cold, it idles normally near 1000rpm, then
surges periodically to 1500-2000 rpm, then drops back.  The rate
is maybe 2-3x per minute.  It eventually goes away, and doesn't
come back as far as I can tell.  Sound familiar?
