Perhaps, on one of their earlier forays, they got bored with having to drill 
out the shear bolt holding the steering column in - and simply replaced it with 
an Allen head bolt like the one on the other side.  Saves them having to drill 
it out each time.
 
Of course, it also saves a thief some time, too.
