$60 mud flaps?

It might be true in a North American context, but it's absolute bollocks[TM]
in a global context.  It is very common for mudflaps to be MANDATORY in the 
western countries of the old Eastern Bloc, and they are available for _every_ 
axle of _every_ model.  Try one of the European parts suppliers.
