Oxy Sensor diagnostic/specs & emmissions

Well we just moved to CT and while my 1990 Audi 100 had unbelievably
zero to very little
CO and HCO emmissions,  my 1988 Audi 80 flunked miserably.

The CO is about 3.45% and HCO is about 350 ppm.  I had replaced the 3
wire oxy sensor
about 6 months ago but I want to use my trusty multi-meter to make sure
it is working to
spec.

Can anyone please forward to me the procedure for testing the oxy sensor
and also if they
have any other ideas that could be leading to these high emmissions.
