I just wanted to offer thanks to all you guys who responded to my query.  
General consensus says that my brother's dash has a problem, and I've
sent him your comments as well as some items to investigate.  Thanks a
bunch Phil, Mike T, Ed, Tony, Allan, Mike B, and anyone else I missed.
I'll let you guys know if he solves the washout problem.
