Audi 5KTQ low boost pressure

I have searched several evenings to try to solve my boost problem.  I
picked up my '86 5TQ Wagon with 186K on it.  Looks and RAN good.  At
about 194K, the boost dropped from 1.3-1.4 bar to a maximum of 0.9 bar. 
Suspecting a hose off, I searched and found nothing.  Drove it a few
more K, and noticed no real problems (other than no boost), and a
whistling noise.  The car runs good, decent milage, idles good, but
lacks the boost the turbo gave.  I pulled the wastegate apart and
noticed no tears or anything in the diaphram.  Put it back together and
it still runs the same (although the whistling is decreased (or seems
that way).If anyone has had similar problems, please advise.  I would be
interested in a chip (MAC 11B) and wastegate spring to boosty
performance once my original problem is solved.  Any comments, reliable
sources, etc. would be appreciated.  I am sure the posts exist, but I
have been unable to locate them. 
I recently installed a set of crossdrilled  and grooved rotors with
Frictiontech pads.  What a difference.  1K miles later, no pull other
than the intended.  Highly recommended.
