  If your car idles so well, it seems unlikely the leak is in the intake.
The whistle make me think there must be some kind of leak in the intake
however. Does it only make that sound when you put your foot in it?
I think tracking down the source of the whistle could be key. Here is
an idea. Get a friend to help. Move your car right up next to a
sturdy brick wall, or building (front bumper just touching the wall).
open the hood and have your friend start the car and put it in gear.
Now, this will be hell on the clutch, so don't do it any more than
you have to, but engage the clutch so the car is pushing ahead and
the engine is being loaded. This will cause the turbo to try and create
boost. Now, listen very carefully to where the whistle is coming from.

Some things to check are the intercooler (unlikely unless you ran higher
boost), the accordian hose, any of those hoses attached to the intake manifold.
Just to be sure, take off the hose on the very front of the turbo and
see that the turbine/compressor blades spin freely. I know that if your
wastegate control hose was leaking, the wastegate would still work
fairly normally, but you might lose boost through that hose. If you don't
get above .9 bar, the leak must be fairly large, or the turbo just isn't
spinning. Good luck!
