90-q-20v Buying Advice Request

Greetings;
  I am dealing on a 199190-q-20v with 120Kms. What are the weak spots of
this model. A 15 minute drive found the following problems:

  1)Ventilation fan only works on high speed. I believe this could be
expensive and pain.
  2) Windshield is due for replacement. What is the cost of this ?
  3) Strut noise in the front ? I think it was doing this or
this is normal strut mount noise.
  4) They have put on base Toyo's all season in 70 series ? what is the
correct tire size.
 
  Any help these questions would help me a great deal. I am trying to
obtain the car for $15,400 Cdn...
