ISV

Someone recently mentionded that the ISV should 'buzz' with the ignition
key in the on position, engine not running. While washing my 4kq today I
dutifully tried this little experiment and found that the ISV did indeed
buzz, but only intermittently. It seemed to cycle on and off.

Is this how it should funtion? Again, the engine was off.

Any advice/experience is appreciated.
