Didn't see the knock sensor in your list. Maximum ignition retard would
indicate the computer thinks the engine is knocking. It retards the
ignition until the knock stops... except in your case, it sounds like
it doesn't.
Check the wiring from the computer to the knock sensor and that the
knock sensor is torqued correctly. If that doesn't help, try swapping
it and/or the computer.
BTW, as far as I know, the knock sensor is only used above 3000 rpm.
