5K 3-stage fan resistor pack testing...

I would like to test the resistor pack of my three stage cooling fan.  Mine is
the blue-anodized one bolted to the frame in front of the radiator.  I want
to test it because, looking at it yesterday, one of the wires attached to it
was sporting some overheated, split insulation that I want to repair.  Does
anyone have a procedure / expected values for verifying that this
resistor pack is OK?

BTW, I heard another horror story yesterday from a friend of mine
(non Q-Lister, but maybe soon to be) who saw another Audi wiring
harness get fried when the fan motor shorted out.  Maybe this is a good
time to put in some in-line fuses...
