Interesting to note the differences across the pond, Phil.  Here's some US
documentation for those with questions.  Here in the USA, the Audi Microfiche
Repair Manual and the Bentley are the same animal in different media, both
referenced for peace of mind.

Robert Bentley 1986-1988  5k/5kcs incl turbo and quattro

*  Bentley 15.4 = CIS/CIS-E III/ and CIS turbo
"Polygon cylinder head bolts can be reused after making repairs and do not
have to be replaced."  

*  Bentley 15.17 = Turbo Diesel - Canada Only
"Polygon cylinder head bolts MUST ALWAYS BE REPLACED during repairs."

Robert Bentley 4k, 4000CS and Coupe GT including turbo q
 15.13 = 5 cylinder all
"Note:
It is not necessary to replace polygon head bolts when making engine repairs.
 Bolts can be reused.  New polygon bolts are to be used in complete sets
only.

AUDI Microfiche 1980-1983 4000/coupe including turbo q
15.23 = 5 cyl all
"Note:
It is not necessary to replace polygon head bolts when making engine repairs.

Again.  To be safe get new ones and buy the set.  To be safest, get the
Racewares.  Turbo Diesel = Replace.
